Yes, every time a control arm is replaced: its ball joint and bushings set camber and toe.
Usually, when the arm is a complete assembly; the Part details and the maker's guide say what is included.
A lowered or lifted car pushes camber outside the stock range; adjustable arms bring it back so the tires wear evenly.
Replace both sides when the car is lowered or lifted so both corners adjust the same way. A single worn arm can be replaced on its own.
Torque the bushing bolts with the car at ride height, not hanging on a lift, or the bushings bind and wear early.
