Yes. It carries CARB Executive Order D-834-1, which makes it legal to install on street vehicles in California. Keep the EO number with your records for a smog check.

Work on level ground with the car properly supported, and torque every fastener to the maker's figure. If the job is beyond your tools, any shop that does this kind of work can fit it.
Larger injectors or a higher-flow pump change the fuel delivery, so a tune is needed to match them. A direct replacement of stock flow does not.

Fuel work means depressurising the system and working around fuel. Injectors are a careful home job; an in-tank pump takes more time.
When the tune calls for more fuel than the stock pump flows at high load, fuel pressure drops at the top end. Your tuner can tell you.
