No — this part has no CARB Executive Order, so it is not for sale or use in California or on vehicles registered there.
Larger injectors or a higher-flow pump change the fuel delivery, so a tune is needed to match them. A direct replacement of stock flow does not.
See What's in the box above. Injectors usually come with new seals and O-rings; pumps with the filter sock or hanger parts the kit calls for.
Fuel work means depressurising the system and working around fuel. Injectors are a careful home job; an in-tank pump takes more time.
When the tune calls for more fuel than the stock pump flows at high load, fuel pressure drops at the top end. Your tuner can tell you.
